Random webspiders and various other "scans" all hitting the board at the same time at random lucky occasions, which count as "users" in the IPBs calculation. Before i reset it last time it was up to like 700. Theres some mild grumbling about its virtual meaninglessness on the IPB support forums from time to time.

There are mods out there that you can install to get that number to be a bit more realistic , and ignores various known web spiders and such when it calcs that number, but it still gets inflated to rediculous levels due to all the "unknown guests" that are likely mostly non-human.

A better one would be "most registered users ever online" but it would take a bit of customization to set it up that way.
