Well, according to the DSM-IV, around four percent of the adult population suffers from some form of antisocial personality disorder, and conversely, about four percent of the juvenile population suffers from conduct disorder.

What it all boils down to, is that through some unknown congruence of genetics, environment, and a set of parents that didn't see the forest for the trees... a sociopath or psychopath is born four times out of 100 live births. Of course, you really can't say "born", because the human brain is such a plastic organ that what could be and what will be aren't set in stone.

My point... um... in a free society, we must give human beings the benefit of the doubt. It is possible to never have another case of parental child abuse; take the kids away from parents when they are born.

However, would you want to live in such a world? Moreover, Quis custodiet ipsos custodes?

I will say this though, either this guy is incredibly STUPID (highly possible, let me tell you) ORRR....he is innocent. Who asks for a blood and DNA test to prove their innocence when they aren't? BUT...it has happened in cases before, so like I said, probably just real dumb and/or ignorant.
