No... This is what happens when "regular" people want to do something and a $10million carrot is dangled to encourage it to happen. Without this, non-military/government citizens would never get the opportunity to go into space. And yeah... initially only the wealthy are going to be able to afford it. But as the technology is improved and costs come down, it will become possible for those less well-off to go too. Any desirable technology is expensive at first.
