It would be even better if not only was it a drill, but there was a refinery as well so you would never run out of fuel. Plus you can just keep that in reserve and try to run primarily on solar panels and windmills. Plus those things are so huge you could even grow a farm on the surface, raise goats and chickens, and have a totally self-sustainable city.
