It all depends on WHERE they're fighting. We know Mario is stronger, but Luigi can jump higher. If there are lots of vegetables around then Mario can pull them out of the ground faster and get more hits in. If the level is vertical with lots of jumps then Luigi has the high ground advantage and would win. Is there toxic sludge everywhere? Are there ghosts floating around? Is it Mario Bros. style where you can knock power-ups out of your opponent by hitting him from underneath? Is it an underwater fight and Mario has the frog suit and Luigi has fireballs? Unless we know the rules of the fight, there's just no way to tell.

Also, Waluigi would kick everyone's ass.
