How Do I Get An Operator?

I saw this website once that listed a whole bunch of phone numbers and told you how to get a live operator. Some numbers you hit 0 three times in a row. Others you simply say the word, "operator". There are all sorts of tips but for the life of me I cannot remember where that website is and any search I've done gives me zip.

So, does anyone have any clue what I'm talking about and know the link to this site? Thanks.
