The point for the separate topics for everyone is to make each and everyone of them feel special by giving them their very own custom thread to introduce themselves. A topic like this may make them feel hesitant and if they do join in a topic like this, it'll be just a 'Hi' or 'Hello'

Now a topic that says "Welcome _____" is different. If the new user sees a welcome thread with their name in the title, it'll peek their curiosity, they look and see all the welcomes from DGN'rs and they'll see the DGN Welcome questions, and if they reply hopefully they'll answer the questions which in turn may make one of us ask about a specific answer, then they'll answer our question and go back and forth with our questions and their answers making them feel more welcomed. Thus we get to know them and they'll get to know us and feel more secure and welcomed which in turn will result with them feeling more secure with chatting with us.

Not to say that this idea and thread isn't appreciated, it's just sometime it's better to go that 'extra mile', you know?
