The short answer is : Unknown. Depends on the timescale. Could it eventually happen? Sure. Luckily there are enough people paying attention, and not watching American idol to actually do something about it.

America goes from being THE superpower to a third world nation sometime in anyone here's currently expected lifetime? No, the sky isn't falling just yet, even that article there doesn't make that claim, nothing like it. Things are shitty in terms of the last few decades sure. But our crybaby skills are also up. Things would have to get even worse than they were in the 1930s and the late 1800s (which they aren't even remotely close) for that to happen anytime soon.

You are correct about SAT, to much pressure, cryptic questions and not enough time for your average slow genius. However the entrance exams I took I had 8 hours to complete each test and they only contained questions to gauge basic high school knowledge, even for a Detroiter. I'm not saying that it would be the same on a university level but it is true that they are all becoming lax because people are starting to understand that just because you have a PhD dosn not mean you can get even a decent paying job. Lets dumb it down so we can get more students.
