Yeah, they were used illegally on the wheels involved in steering. And this is exactly why that's not allowed.

Making something illegal though doesn't stop people from doing it, it just makes it punishable. Yet, aren't the natural consequences of this act punishment enough? Education is my preference.

Agreed. The bus owner probably just thought "Wow, this tire is half the price of those other ones." The system broke down somewhere, with immense consequences. :-/
