A formal written document requesting a right or benefit from a person or group in authority. 3. Law a. A formal written application requesting a court for a specific judicial action: a petition for appeal. b. The judicial action asked for in any such request." Protest, however, is defined as "A formal declaration of disapproval or objection issued by a concerned person, group, or organization. 2. An individual or collective gesture or display of disapproval. 3. Law a. A formal statement drawn up by a notary for a creditor declaring that the debtor has refused to accept or honor a bill. b. A formal declaration made by a taxpayer stating that the tax demanded is illegal or excessive and reserving the right to contest it." now...lets look at the differances. A Petition requires no picketing, no history of aggression and violence, and often ends up with NO one being arrested. Protests, on the other hand, are HEAVY into picketing, have a history of aggression and violence, and often end in at least several people arrested, if not more. Also, I see nothing in modern Protests having to do with Formal statements or declarations...but instead of a bunch of circling, whining, and complaining. You want to have the "peaceful assembly protest"?....get 1000+ chairs and sit them in front of the steps of Senate and Congress. Sit in those chairs as long as it takes. File a formal letter stating that those 1000+ people will not leave the steps of the buildings until their grievances are heard, in person, by the collected members of Senate and Congress. welcome to "Peaceful Assembly" Protesting. NO picket lines, no history of violence, and often no arrests. You can not use the stairs...they'll arrest you right off.

Did you not notice #1? and um, There was no violence or arrests at any of the 700+ Tax Day TEA Partys. and as for your suggestion... take a look at the National Mall on 9/12 (Thats right in front of the Steps)

How is stating what we want changed not an entreaty? en⋅treat⋅y –noun, plural -treat⋅ies. earnest request or petition; supplication.
