From what I could gather, that quote is most commonly attributed to Edmund Burke, though he never spoke such a thing exactly. That paraphrase was likely from the English translation (overdubbed) of the Russian film of Leo Tolstoy's, "War and Peace." [This part is conjecture: Leo Tolstoy was an extremely well read man and made a book, a collection of his favorite quotes, one for every day, with a meditation that followed, all translated into Russian. It has since been retranslated into many languages. Did maybe that quote come from a retranslation of Burke by Tolstoy back into English and was then since used in the overdub of the film? I wonder.] Anyway, the relevant Burke quote in the original: "When bad men combine, the good must associate; else they will fall one by one, an unpitied sacrifice in a contemptible struggle." Not nearly as catchy. This one, by Hannah Arendt, seems particularly appropriate: "The sad truth is that most evil is done by people who never make up their minds to be good or evil."
