That's why there is more than one.

Punxsutawney Phil is too pampered to accurately predict anything anymore, so they have a wild groundhog that is used for more accurate means.

Unfortunately, the masses still turn out in droves for the spectacle that has become the tourist attraction of the celebration of Groundhog Day as most people know it to be these past couple of generations.

So they live about three years.  According to https://en.wikipedia.org/wiki/Punxsutawney_Phil#Past_predictions they've been doing this charade since 1887, so that's roughly 132 years of lies (minus the first original groundhog) and about 45 imposter groundhogs.
